The exception code is for STATUS_ACCESS_VIOLATION. It has also been concluded that the reason for this error is Update KB3115501. After uninstalling this update the Reserved Error (-7713) has been gone.

To fix this access reserved error Add WorkArounds=33554432 string to the data source present in the registry using the registry editor or the connection option "Extended Options" that seems under the Advanced tab of the data source.
Enabling this option will prevent Microsoft Access from failing when SQLError / SQLGetDiagRec return an extremely long error message.
Filed enhancement DD00041890 on build 5.30.0.127 to request that the driver will return the truncated error message in place of the "reserved error -7711". Enhancement request DD00041890 is actually get implemented in build 5.30.0140(B0102, U0073).
